Bedoon in Kuwait: Are they really that oppressed?

Can you explain to me who decides who is an "illegal immigrant" and who is the "kuwaiti bedoon"? What is the criteria for deciding who is "illegal immigrant" and who is genuine original Kuwaiti? Is this based on sunni/shia sect or specific ancestry? I know that Kuwait refuses to naturalize people from certain Muslim countries due to so-called "political atmosphere". Even if these people have lived in Kuwait over 60 years and served in the army and died martyrs in the 1990-1991 Gulf War they still do not get naturalized. They remain stateless simply due to their unwanted ancestry. Meanwhile so many Kuwaitis are naturalized immigrants who immigrated to Kuwait 20-30 years ago particularly tribal bedouins from the deserts of Iraq and Syria. These are well-known facts in Kuwait which are frequently discussed in the media (television, newspapers, radio) even by famous members of the ruling family Al-Sabah. Who gets to decide who is the "illegal immigrant" and who is the "kuwaiti bedoon"? Is this based on specific sectarian criteria? Why is the naturalization policy in Kuwait so obscure and shady? The Al Sabah family essentially turned the State of Kuwait into their little fiefdom. Citizenship/naturalization is their strongest weapon, they think Kuwait is their personal little playground. Very unprofessional.
