it's fucked up, but honestly it's all a giant mess. It's natural for people to express sexual explorative behaviors that could lead to some 'sticky situations', and while it may not be super super common, when you have a mix of brothers and sisters around the same age range, it's not entirely unheard of that those happen within the family leading up to or around the early stages of puberty,

to make a decision to go and molest your sisters at 15 years of age is a different story. I can't imagine what would lead him to express his sexuality in such a despicable way, he's messed up, no amount of 'repenting' or taking accountability for his actions is going to fix the underlying issue of whatever actually caused him to think "I'm horny, i'm going to go play with my 5 year old sister" and follow through with it by that age. Arguably whatever it is in his psyche that allowed for such an expression of behavior is deep rooted, and it's no surprise that he still behaves in ways that are reflective of that fact;

he needs serious counselling and therapy, beyond simply trying to 'be a better person', he needs to come to terms with whatever it is that's causing him to behave like that, I do believe people can change their ways, but when you have something deep rooted as part of who you are like that affecting you, it's really not an easy process, and you cannot simply beg for forgiveness and pretend as if it won't continue to be a problem in the future.

Basically, he needs to get help if he wants to make ammends, he is a victim of him self in a way, perhaps he knows what he's doing is inherently wrong, but he needs to stop playing the victim card and actually take charge over it, perhaps he is not comprehensive enough to be able to understand or accept this within him self,

perhaps he will never find the courage it takes to truly get help with something that is fundamentally a part of who he is, it's not easy for anyone to make that decision even if it's ultimately for the best
