It’s the responsibility of the development lead (or head thereof) to explain how such mismanagement of scope has a negative impact on the performance of IT delivery. If they don’t respond, remind them how much IT delivery is budgeted for and ask them if they don’t think it’s important that such a large sum of money is well spent rather than wasted. If that doesn’t help, go N+1 and raise the problem there.

If that doesn’t help: You’re in a toxic malfunctioning organisation. Instead of complaining about it on Reddit, just get the fuck out and fine a better place to work. You’re a developer! There’s enough options, at least if you’re willing to get out of the comfort zone.
