Being an emergency dispatcher must be a stressful job

If you've been depressed yourself you should know that any mental issue isn't easily and instantly solved by just 'thinking differently', which is essentially what you're saying by stating she should just 'use her brain, assess the situation, and calm herself'.

People who are having a panic attack know that they're not exactly in an ideal situation (just as most people who are depressed know that they could be feeling better) but it's not like you can just switch these things off.

You said it yourself, she could use some training, why? Because this is clearly a weakness

It is, but it's not like she can magically calm herself down once a panic attack settles in. Almost every person on earth has a weakness, and people can definitely work on those but those things take a long time. Just saying 'use your head' is what's ignorant here.
