Being refused access to services in Latvia based on nationality

I include the following three scenarios. allowing for the divisive concept of regional licences that don't exist in EU law.
Scenario 1. Baltic country citizen (Latvia, Lithuania, Estonia) and a Baltic country licence holder. The company has no issue with their licence but this is not specified in the TOS. The TOS only refers to Latvia. They are allowed to use the service
Scenario 2. Russian, Belorusian or any other 3rd country citizen with a Latvian licence and Latvian residence card. No issue. not specified in TOS and their residence permit is illegally given precedence over EU citizenship. They are allowed to use the service
Scenario 3. EU citizens from Austria, Belgium, Bulgaria, Croatia, the Republic of Cyprus, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden denied service based on nationality. They are not allowed to use the service.
European Union citizens are under no obligation to register for 3 months. Latvia punishes them for not being Latvian by allowing this company to force illegal terms and conditions. Discrimination by nationality has been illegal since the Treaty of Rome in 1957.
