I’m not sure I give a shit about Baltimore tbh. What’s Baltimore got to do with suburban DC? People vote their interests. Spending more money in Baltimore schools won’t change much. And a fully Democratic Governor and Legislature would almost certainly increase spending and likely taxes.

I don’t know that there’s much of anything that would make me vote against Hogan. I’m more moderate than a lot of folks here. He’s done fine in my opinion. And certainly not bad enough to fire him and hire someone else. My personal interests might be different because I don’t have kids or have much of a connection to Baltimore. A moderate GOP Governor is a good check on things becoming too anti-business or taxes going up.
