Best European city to spend a month mid Aug-Sep

Vienna and Budapest are also on my radar. Maybe smaller non-capital cities I'm not aware of?

Prague, Vienna, and Budapest are all great choices, I don't think you can go wrong with any of them. My purely subjective opinion is that all of them are beautiful and a bit touristy, and yes Prague is the most touristy probably because it's the most beautiful, and good beer. I'd say the food is the best by far in Budapest and cheapest, and they've really got public transportation nailed. Vienna is more expensive than either but great for exploring the surrounding countries due to the Austrian rail network (OBB), and the English-speaking levels are much higher there than Prague & Budapest (German is also easier than Czech and much easier than Hungarian).

But I think the biggest difference with these three countries and Spain is probably the people..Spaniards are super outgoing and social, whereas sometimes it feels like people in Czechia and Hungary enjoy going out of their way to make your day shitty, especially in Hungary. You get used to it, but sometimes it still throws you. Austrians aren't outgoing but at least they aren't rude, in my experience. Just my experience as a dual US/Hungarian citizen who's lived in all those places.
