Possible of course, but if that were true, you'd see a huge numbers of riders being run over. No, accidents are accidents. Intentionally targeting riders is murder, and that's for another debate. Also, how does catching the hit and run driver solve the problem? The rider won't come back to life. The driver isn't out there being a serial rider murderer, so what does catching the driver actually solve? The argument that it gets a reckless driver off off the road and public safety only applies if the driver targeted the rider intentionally, which isn't mentioned. Again, it's possible, but it's not mentioned.
