Biden Administration signals commitment to reform COVID-era healthcare by "expanding scope of practice laws and waiving licensing requirements as appropriate"

The White House has just released a comprehensive 20-page dossier of national strategies to expand healthcare access through the country in the wake of the COVID pandemic. The whole document is honestly worth a read (linked in the thread title). But interestingly on page 9, there is this section:

The United States will address workforce needs by taking steps to allow qualified professionals to administer vaccines and encourage states to leverage their flexibility fully to surge their workforce, including by expanding scope of practice laws and waiving licensing requirements as appropriate.

What this actually means is less clear. However, "scope of practice" is often a term used by midlevel advocacy organizations to expand the legal flexibility by which they are allowed to practice medicine, departing away from traditional relationships ie. being supervised by a physician. Based on the wording, it seems likely that Biden will incorporate this into his efforts to improve vaccination rates and access.
