You speak of ISIS as if they are a nation state. They literally are people of Syria, Lebanon and Iraq.
Just like most ISIL came from Syria into Iraq during the insurgency.

When Biden takes over there will be no reason to shift the national security strategy back to USCENTCOM.
The NSS is created by the National Security Advisor with help from the Sec Def. The Sec Def is not the end all be all on these matter.
I don’t think the left or right is more “pro-war” than the other. It all depends on the NSS and what supports the nations goals for defense and global operations.
The only parties that are truly pro peace is the Green Party and peace & love party of course.
