This is sort of why management/leadership exists. There's no perfect process. You have to hire good people and let them try to manage the mess.

Early in my career, I loved coding, got promoted, enjoyed the process, and things were good. Now that I'm almost 15 years in, I'm a little burned out in any role. I switched from leading a team at a small consulting firm to an IC role at FAANG. I figured being back in the code would be enjoyable. But my work is a ton of coordinating, writing technical documents, preparing presentations, etc. What I really want is to be a mid-level IC at a start-up again. But I don't really want half my pay.

Idk if that's helpful. I've been thinking about working another year or two and then taking a sabbatical for a year.
