You've missed the point, which is that from the very start, immediately after Frodo was informed of what he had in his possession, and admits it should be destroyed, Gandalf tells him to try, and Frodo takes out the ring and had "intended to fling it from him into the very hottest part of the fire. But he found now that he could not do so, not without a great struggle. He weighed the Ring in his hand, hesitating, and forcing himself to remember all that Gandalf had told him; and then with an effort of will he made a movement, as if to cast it away - but he found that he had put it back in his pocket."

He had had the Ring for a sliver of time, and was in the comfort of his home, not wasted away and tormented, yet failed straightaway... I'm not saying that Frodo was immoral, but his mind was weak from the start, whereas, Sam knows about the Ring, is on the same journey, knows of its power, resorts to using it, and yet relinquished it freely, though, took thought and worried that Frodo had become too weak to continue bearing Its burden alone, bit he didn't put it back in his pocket completely overcome by the power and will of the Ring, and this was nigh to Its forging and so its power had more pull. Sam may have failed if he was tasked, but that doesn't change the fact that Sam's was less possessive and gave it up right next to Mount Doom, whilst Frodo submitted to the Ring back in the Shire, before any hardship at all, and when It was much further away from the Dark Lord and the place of origin...
