I would say both actually. The investigators let the guilty person off the hook and it was then used as political theater to help get Trump elected. That's the problem, but apparently your TDS doesn't let you see that. And if you want to play that game, the Democrats investigated Trump for over 2 years, spent many millions of dollars, and not one indictment for collusion with Russia.

Either Democrats are the most incompetent investigators in the history of the world, letting a guilty person off the hook 24 times, or the investigations were a sham; political theater to drag a future opponent's name through the mud as many times as possible. Considering how much political milage Democrats got out of the "Russian Collusion" epithet thereafter, which of these two possibilities is more likely?
