unfortunately I cant access the full text of the Sgambelluri paper but the abstract cites "numerous studies" as the source behind those percentages so I'm gonna go ahead and dismiss that study as it's not a primary source.

The 40% meme is about raising awareness of victims who dont really have anyone to go to. It's also raising awareness of the lack of data we have on this issue.
domestic violence perpetrated by police officers is unique and worth discussing. Arguing over percentages is missing the point IMO
