Not really no because farm scams are also big in India. You buy a "postage stamp" plot which might only be a few metres across and then take out huge debts on that land, so you get stuff for free using the debt then go back to the government and apply for debt relief because you're just a poor farmer, government grants debt relief, and you do it again... and again and again. And this isn't confined to the poor, regular people do this too. So all bachan could have done is pay off his friends to avoid a tax bill. Get a PR agency to write that up as him helping debt riddled farmers and suddenly he looks like a hero.
