Bolsonaro Declares that He Can Act Outside of Constitutional Limits

As Aaron stated, Brazil's legal system has inquisitorial law characteristics.

The investigation that Bolsonaro refers to is both named "Fake News Inquiry" and "End of the World Inquiry" — the latter named by critics.

This inquiry is investigating whether a net of bots and malicious people is linked to Bolsonaro — it's widely speculated that it is being led by his son, Carlos Bolsonaro.

This net, known as "Hate Cabinet", is behind of internet attacks aiming to defamate the Supreme Court and their Ministers and paint them as enemies to Brazil, Bolsonaro and the democracy.

Brazil's Attorney General, appointed by the President, should also have a say on this matter, but due to his inertia, the Supreme Court took over the inquiry. He's also being heavily criticized for his blind eye to several government's wrong doing.

It's also good to know that Brazilian judges have the obligation to investigate when they're informed of (potential) criminal acts, regardless of the public attorney's opinion (by law, if the judge think a crime has been committed and the attorney doesn't, he can make a requisition to the Attorney General to change that public Attorney on that lawsuit).

Furthermore, the Supreme Court have adjudicated that acts that incite the closure of the Supreme Court, as well as possible threat of death or imprisonment of its members and disobedience to court decisions, are all to be investigated.
