They do not need to chrono the rifle. Its not the round you are firing. Its what the round is rated for that makes it prohib. If you actually thought about it... it would make sense. Most of the time the rifle is not loaded. ALL the time it is classified as a NR, R, or P. It is classified based on the OIC.
