Technically Veterans are the most experienced non-specialist and non-command Marine, but for the purpose of this argument, yeah, they're pretty up there.

The guy above you might be talking about the fact that Tacticals are permitted to use pretty much whatever they see fit for the engagement (assuming the Chapter has enough of whatever they need), and bolter is the most common "basic" loadout. That said, bolters are no worse than the others, it's still super effective, and far more versatile than most of the others, so I still don't really get the point his making. I guess they're not officers nor specialists nor veterans, and they're not "named" Marines, which are the ones we're used to seeing, and therefore doing all the insane, cool stuff in most novels.
