The dude kept up his shady appearance for Boruto and Sarada to get away without giving information, he pushed Boruto in to a position where he challenged Borutos sun position to test him and is also allowing Mitsuki to freely wonder without his own guidance to further that bond of sun and moon, it's definitely linked to sasuke and narutos relation ship of having the sun and moon marks they received from hagaramo, he's using his knowledge of the world to shape these two into great shinobi without anyone knowing, he is very aware of the otsutsuki and I believe he is gonna be a very important role for shinobi, only the old generation really know about what he has done, he knows he will never be forgiven but understands that his son won't bare the problems he has create for himself, I think orochimaru has changed due to sasuke and naruto, mitsuki seems to be a product of his change, I feel like orochimaru regrets his past secretly of him and his comrades and has learnt from Naruto, he wants mitsuki to be like Naruto from learning through boruto who he even states himself is a lot like his father, and he wants mitsuki to be there for his comrades
