With that said, he is somewhat right. It is very difficult to talk about LoL related things with other brazilians. Especially when it comes to balancing issues, but other issues are also very difficult to talk about. For example, back when blue essence was literally useless if you already had all champions enabled, people in BR forums and Facebook groups didn't understood why I was "complaining" about "a system that gives you things for free". Not to mention the amount of people who are rude with you and try to censor you if you have a different opinion.

I get that this isn't exclusive to the brazilians or the BR server, but I would rather post LoL related issues in Reddit (or even in the NA boards). It is much easier to get constructive criticism and actual feedback there.
