Breaking: @ExtinctionR have WON a High Court challenge against the Metropolitan Police over a London-wide protest ban imposed during their autumn uprising last month. This is big, as it calls into question the legality of hundreds of arrests of people. @LBC

Is there any protest app that does the following:

1) Allows someone to create a protest group and set a time.

2) Then, a couple of hours before the protest is due to begin, it randomly divides the group into many smaller groups. Let's use a London protest of 50,000 people as an example, split into 50 groups of 1,000 people.

3) These randomly assigned groups are then assigned locations in London at which to protest. These locations are decided by the protest organiser in advance (and can be chosen strategically) and are not known by anyone else, thus preventing leaks.

4) This results in a simultaneous protest in dozens of strategically selected areas, giving law enforcement no possibility of advanced preparation and making an effective response from the police, whether it is legal or illegal, almost impossible.
