Ok, just watched it. You're right, he explains it well. But something struck me immediately with their little test trying to transfer data from New Jersey to the UK... that assumes a direct link to Europe when the data was originally copied over the network. However, what if the data was copied first over the network to a more local computer here in DC? Then you could get much faster transfer rates over a more local network, and from there files could be replicated to another drive with some utility that preserves timestamps. I don't know if that's feasible with Windows, but in linux you can use rsync which will preserve all the timestamps on files transferred, since it's for backup and archival purposes. Not sure if that would be possible with Windows, but I know you can copy files from Windows to Linux and from there do rsync etc so it doesn't have to be Windows all the way down the line, once you have the files then it's up to whatever utility and OS you are using to do copy and transfer as to what timestamps etc get updated.

I'm not disputing that it was Seth Rich who copied the files on a thumb drive, just looking at what the guy in the video was saying. I don't think looking at transfer rates between NJ and UK is any sort of "proof" as to how the files got copied, because a) the original network copy could have happened to a more local server (and hackers usually go via other computers, not direct from their home) and b) once the files are copied, then utilities like rsync on linux can copy/mirror stuff for archival purposes without altering any of the file timestamps.
