The plan is to merge departments, not scrap all foreign aid. The plan is to introduce the manifesto "Australia-style points system" which has nothing to do with the "hostile environment". One is a decision of policy for immigration, the other was nothing but a political pantomime introduced by Theresa May when she was Home Secretary to mask the fact that pre-Brexit there was nothing more the government could do about immigration numbers.
