A disabled person can train their own animal under the ADA, so those “highly trained” animals have the same legal privileges as a pet that an allegedly disabled person spent a single day training to perform a function it might not be able to perform, or that no animal might be able to perform.

There is no lawful way to distinguish the two, unless the owner slips-up and says the animal is for “emotional well being.”

Almost everyone who does this knows what they need to say to get a pass, to the detriment of actual disabled people and highly trained animals that can perform useful/important functions.

There is no state ID certifying the person actually is disabled or that the animal in their hand is trained for service. It is entirely on the honor system.
