I am assuming the 4690k isn't part of your budget since you already have it. I'm also assuming you don't have windows, but there's room in the budget to get it if need be. Water coolers don't provide any added benefit over air unless you go custom loop. Water coolers can leak, are loud for their price point(subpar fans), and don't provide any performance enhancements over air.
