[Build Help] My buddy wants to buy a pre-built from IBuyPower.com, I'm not sure how to help

If he doesnt mind mail in rebates this will kill what IBuyPower is offering and doesnt have a power supply that poses a serious fire hazard.

If he needs a wireless card you can get one for around $10

He can make it cheaper by choosing a cheaper motherboard, GPU, or SSD if he doesnt want to do mail in rebates as they can be a hassle, but price to performance this will kill IBuyPowers offering.
