Alright. So the answers to all of your questions 1. Everything looks fine in my eyes. PCPartPicker has really good compatibilty checking so I can't see anything wrong with it.
N/A
To Overclock and the like, you need a CPU Cooler. The cooler master hyper 212 EVO is a good cooler for cheap.
For Ram, You can use any CAS and any speed that is at least ddr3-1600. You can use any ram but I recommend using G.Skill, Corsair, Kingston, Mushkin Etc.
The WD Blue is a good drive but if you want peace of mind get a WD Black. Seagates are known to fail in the most worst ways. I recommend getting a SSD like a 850 evo to speed up your System Dramatically (5 to 6 times)
A PSU is a part you can't skimp out on. This XFX PSU is excellent and provides Very high quality for a cheap price. You can get a Corsair for cheap but expect ok quality and Mild Overclocks.
(This is over budget but you can get a cheaper PSU and a OS from the software swap subreddit. (Can't link to it)
