Well - spending closer to that full 750€ would give him significantly better, not really budget PC:

i5-4590 is much better gaming CPU than FX-6300. It should also easily last through a GPU upgrade in 2-3 years.
Cheapest motherboard with internal USB3 header
Cheapest compatible RAM
Cheaper but comparable SSD
Much faster GPU.
Slightly cheaper PSU.

If you wanted to stay a bit lower you could drop down to i5-4460 or even i3-4170 and R9 380.
