Built my first deck. This is my planeswalker and signature spell.

Teferi is a great walker, but in general I feel your list is to slow / inefficient. Oathbreaker is an eternal format and there are a lot of cards that do (what I consider) equal or better things for about 1-2 Mana less each for a lot of your cards. To give you an idea, almost everything in your deck costs 3ish+ to cast. It's not to difficult to craft a deck that wins on turn four in this format. I feel control decks need to have more interaction in the 1-2 cmc range. Things like counterspell, flusterstorm, delay, negate, Mana drain, FoW, are pretty much staples in any deck with blue when they're permitted. I would also recommend looking at overhauling almost all of your enchant creature and creature suite. The enchantments that lock out a single creature don't give enough value and primarily targeted just creates. Your creatures need to do more than just have in power cost and fly. I would consider a different sig spell as well. Someone mentioned teferi's protection, while maybe not the most optimal, i do feel it might be significantly more useful than God's willing which can't target teferi.
