I don't know the exact number but I'd tend to agree.

The tution rate for International Students at the university level whould already be out of reach for all but the wealthiest of international students.

For my Enginering Degree the tution is about $10k a year (Domestic).

I was shocked when I found out a few of my classmates that were International students were paying $30k - $45k a year, assuming they continued to the end thats $120k+ gone in 4 yrs.

Plus as you've just seen from the above many international students can't distinguish the diffrence between "college" and "university" and will go the Community College route thinking it's the same at a more affordable price. Plus the requirements for acceptance to College is a lot easier then University.
