A Bungie world designer just released stunning concept art for Season of Undying

Maybe you have the wrong understanding of concept art. Concept art doesn't have to be 3D assets. Concept art can be anything that transports an idea or design priniples. It can be done with whatever. In-engine, on paper, in Photoshop, you name it. If you look at the images again, closely, you will see a level of detail that just isn't present in the game. Look at the images for Banshee's workshop. There are way too many object, there is way too much texture detail (like the buckles in the leather sofa on one of the pictures). This is not in-game graphics. It may have been rendered by the same engine, but this is not what you see in the final product. No GPU on earth would be able to keep up with that level of detail.
