This is it, honestly. Once upon a time I was interviewing at a grocery store for a department manager position and I mentioned that it can be hard to motivate low-wage employees because the financial support isn't there. I offered that the best you can do is stress that work needs to get done, and if a coworker is deliberately shirking work, the rest of the staff has to pick up the slack, which hurts everyone-- the company least of all.

Rather than explore the idea of motivating coworkers to reduce stress and improve morale, my interviewer immediately countered that "we pay competitive wages! They're competitive! We offer great health insurance! blah blah blah." He almost seemed panicked. I was like: yea, it's competitive. Your company pays as well as Walmart. You want a medal? It's still low wage work. Folks got rent to pay and kids to raise.
