I mean, it isn't so much foreshadowing as it is actual character development. She doesn't start out that way. Early Dany would have never thought of it. Because of the injustices done to her, she takes a darker turn. Easy as that. She feels the anger inside of her and she lets it out when she kills. She feels bad about it later and tries to justify it. And she can, because she does kill some bad people! Think about something like Breaking Bad: Walt starts off a good guy, then starts killing people who try to kill him or his friends/family, then killing innocents for the sake of it. It isn't like "Walt killed a guy early on so that is foreshadowing he'll kill innocents later," it's character development. The same thing applies here, except we have an actual window into her inner thoughts through her POV chapters, so people will cry that her inner monologue is foreshadowing and not character development.
