I think you’re ignoring the fact that all poor are systemically oppressed in America, and have been oppressed in America since the United States were formed. For a long time poor people weren’t even allowed to vote. Yes, blacks are disproportionately affected by bad public policies, but it goes without saying that poor people are as well, including poor white people.

As a side note, I find it strange how in comments people will deny the discrimination against one group while crying about the discrimination against another group. Poor people, black people, Hispanics, and women are the most discriminated against people in America. There should be no competition between those groups. The past and present have been bleak for all of them.
