Fentanyl is incentivized by prohibition. Prohibition makes heroin more expensive and difficult to obtain than fentanyl.

If recreational opiates were legal, people would use pure, regulated heroin instead. Consistent purity would vastly reduce overdoses.

And all the money wasted on the drug war could be spent on treatment for addicts.

If you don't like a law, you should fight for it to be changed; not try to find a way to break it. That strategy is stupid for you and for the cause, and will inevitably fail after doing lots of damage.
