C&F ISSUE

If it really is as you say— if the C&F issue is not about your conduct and you were not disciplined in any way— then you shouldn’t need to do it. But from the fact that you’re asking this question, I’m wondering if it’s a little more complicated than that. If, even if you were the victim, you were also disciplined for some conduct that related to your own actions, it is important to tell the whole story, and be as forthcoming and transparent as possible. If a school called your dean, what would your dean say? (If you’re not sure, perhaps it’s worth asking your dean!) A story that smells like you’re not hearing the whole story can sink an otherwise good application. So can a surprise when the school calls the dean after you’ve been admitted (but before you enroll). On the other hand, from what I’ve heard, law schools are willing to forgive almost any conduct so long as you’re honest, forthcoming, and accountable.
