They can fire you for not signing the NCA. NCAs are not illegal, just unenforceable. There is a subtle difference. Also, what are they giving you for consideration for signing the NCA? "Continued employment" is not enough. So, unless they are paying you, promoting you, extra vacation, etc. the NCA is not enforceable two ways! Yay!

Anyway, what is the $1000 for? Did they give you $1000 signing bonus that is contingent for you staying a year? Did they tell you the $1000 covers something they had to pay for anyway?

Bu the way, FL has no Department of Labor, and very few protections for employees beyond what the Federal government allows. Your payroll can be deducted for a short till, tools, uniforms. If you are tipped employee, you can be paid only $5.44/hr.
