CA, what does reasonable force look like?

Why am I with this person at 3am? Because it is my job and they are trespassing on my site. Why are police so reluctant to come? Because when you attempt to call, the first thing you are asked is if its a life or death emergency.. No? Then you can be on hold for 15 to 25 minutes, once you are able to speak to them it takes another 30 minutes for an officer to respond and then 90% of the time, the officer will give me some excuse as to why it is not worth filing a misdemeanor assault charge because prosecutors wont touch it.

Better to try to file tresspassing charges but that assumes she is still there on site after an hour or more.. And even then, it is up to the Lt or Sgt to give the officer the OK to charge her. More often than not they just chase her off with the threat of arresting her. The offending woman is very well known to the local PD and is a nightly occurance for me. She is solely the reason that specific site has hired my company, because PD will not do a damn thing about her.

She has threatend to "shoot me with her gun" many many times and when then cops show up after a 30 minute or more wait, the officer just assures me that she is harmless and does not have a gun.

Mind you, this is california.. local PD is severely understaffed.
