Iraq's oil production is only now starting to recover back to the levels it was at in the 1980's. It had fallen to an extremly low level during the war and the sanctions.

In 2003, it was so bad that there were actually gasoline and fuel oil shortages throughout Iraq; one of the first priorities of the reconstruction team was to at least repair the oil infrastructure enough so Iraq had enough oil for it's own people to use. And even just that took time.

I think governments who can help ought to help - but by building community, not commodification. Trapping them into an exploitative business arrangement while they are down is unsustainable and would absolutely exacerbate the PR problem America already has in the region.

I think that the only way to rebuild the oil industry (in a reasoanble timeframe) was for the Iraqi govnerment to contract it out to international companies that had the skills in developing and building a modern oil infrastructure.

Anyway, I think you're missing the point. Hillary wasn't trying to convince the Iraq government to let US corporations in; the Iraq government knew they needed US corporations to both invest and to contract, and were trying badly to get them. In this case, Hillary was just trying to convince US corporations to be willing to take the risk and invest in Iraq.

To actually believe this, you have to believe that communities don't and can't exist, ie. be a neoconservative.

What?

Nobody believes "communities don't exist" or "communities can't exist". And I don't know where you got that definition of "neoconservative" from anyway.

But you can not rebuild an economy without capital. And, like I said, in certain cases, outside expertise is also necessary.
