Can anyone help with a feasible solution to melee weapons being more effective than ranged in a scifi universe?

Probably.


Assume that the "guns" fire the Seouil Particles in quantified blasts. If the Particles have a sort of half-life to them, then the damaging power of the bolt will drop significantly with distance (actually with flight-time). After every [x] period, half of the particles are gone. The longer your mass is in the air, the less damage it will do on contact.


Armor defends against the Seouil Particles through a capture-and-release system. The Armor's "Lattice" captures and contains the Particles, and then waits for them to fade out and then releases the harmless form they decay into (or they just cease to exist). The amount of particles the armor can successfully capture is limited, but the particles are released when they decay to the harmless form.


Swords work by generating a burst of particles upon impact with the target. The design of the mechanism that does this is similar to a gun's particle emitter, just without a focusing device to keep all the particles in a tight configuration. The sword's "edge" is lined with these emitters, and they're set off as a result of impact with anything that puts up resistance. These bursts deliver more particles than a gun-shot could, because there isn't the half-life to deal with. There are also more emitters at play.

The sword's edge is sharp, but being a cutting weapon is a secondary function of the blade. It's designed so that you can hit the weak points in the armor (joints) and cut past the capture system. It's also meant to allow for the blade to get stuck in the armor, so that the wielder could apply force to send a longer burst of particles.

The "Flat" of the blade is left without emitters, so that it can be used to deflect an enemy's strike. Doing this is dangerous, since catching an enemy's blade by the side is going to result in emmitters going off. However, as a result of the weapon not having a focusing element like a Particle Gun, this has a much wider spread and isn't likely to overload any region from blocking alone. Still: Don't do this without armor or you're going to hurt anyway. Getting out of the way is smarter.


Warriors will still have better armor, with a higher capture capacity, since they're going to be out in the open more often and will probably have occasional backlash from their weapon.
