Can anyone recommend what's the best value for money way to buy a laptop these days in Ireland?

You certainly won't get that for €600. That's €1,800 level stuff. You might get that for €800 if you go the route of building your own desktop.

If you go with a refurbished laptop with an i5 and 8GB RAM instead, you'll get a good laptop in your price-range. Refurbished laptops certainly have the best bang-for-your buck. ebay.ie , laptopsdirect.ie , and creative-it.ie are the main places to get this. Make sure they're refurbished by professionals, though.

I can't see why you'd want what you're asking for in a laptop anyway. It'd constantly overheat and it'll last you 4 years max if you put it under that level of strain.
