Can I ask a daft question about council tax?

Like everything in UK, Council Tax is based on infrastructure of a borough, or City. It is foremost, one of the worst taxes, since window Taxes was introduced in 18th century. There is no Financial Law stating a person or persons to pay such taxes. It is not contact. Some people say, you have too pay like everybody else. Yes, is answer to that question. But, I also agree that Councils are based on funding from the government, which they are paid grants for maintenance, and other areas, including housing, and etc. So council tax is paid by whose people, for the financial hole which government do not pay. It is rude, and terrible Tax, changed it's name many times, from Poll Tax, to community Tax, to Council Tax. The monies you pay do NOT go to the right authorities, which is stated on your bill. It is invested in many Financial sectors which council pay into, and investment pays dividends and interest to those on the bill, in bits and pieces. So if you ask for letter for monies you pay on your Council Tax, they would tell you what is on the bill, and where it goes, to parties stated on the bill. Which is false. The Adult support payments, do not go too the society, it is placed in a grant system, loan system, to adults who cannot, work, or do further education, due to disabilities. This payment is just false, and Council cannot even explain where it goes. I do see that council has build new buildings in the areas, like swimming pools, and other useless things. But, the housing is not even touched. So. Pay it, and also look into it more. Government is conning the people, and did you know, that house is worth 150000, and down the road another house worth 10 times that, the person in 150000 house, has to pay the same amount of monies, has a rich. Due this band clause. Over more, people should get together, and tell them, we do not want to pay more, or even get rid of this awful conning Tax altogether. They are bringing out CO2 tax, soon. Which you have to pay, either or not you owe a car, or motor bike, or even a moped. No matter, this will be coming soon. Its happening now in London, and other cities.
