Can a Catholic foster care agency reject LGBTQ+ parents?

I’m confused by what the article is saying. Is the implication that these agencies are placing LGBT children in abusive homes? If so, the homes in question, and the organization if it is a pattern of placing children in abusive homes, should be under investigation by the relevant authorities.

Though it furthers my question as to why LGBT parents would want to engage with such an organization, particularly when there is a growing, robust movement of LGBT-Affirming organizations.

I have no idea why, in these days of societal love for LGBT people, folks are so eager to avoid the wonderful, LGBT-Affirming groups previous generations of activists have meticulously built, only to demand that we get to join the esteemed table of people who dislike us.
