Can the RCMP legally intimidate Canadian citizens for a member of a foreign state? And facilitate their violation of city bylaws?

I am being cautious about posting the letter as the RCMP did request to see it after I opened my complaint and I sent a pdf to them. I would like to think that might be a bit helpful instead of feeling like my rights were trampled on.

For all I know the bylaw officer did her job correctly. But as of now, not a single quote was submitted, nothing was verified or agreed to. My cooperation on the matter was through intimidation by the RCMP and there is a fence on the joint property line that is an eyesore and at risk from falling over. My understanding of the law is if I reject the 3 quotes submitted for repairs and my neighbour still wants to proceed, they must move the fence within their property line.

Colleen did follow through on a few things - such as reporting the dead tree in that yard that has been a risk for months but the property owner neglected to handle. The city paid a visit today and let us know they will have it removed.
