Can someone explain to me "Evil Eye?"

I'm sure there is some superstition around this, but there is some truth too.

I don't think you can say there is misunderstanding, the aya 113:5 is interpreted on the light of these hadiths about the evil eye :

حَدَّثَنَا أَحْمَدُ بْنُ حَنْبَلٍ، حَدَّثَنَا عَبْدُ الرَّزَّاقِ، حَدَّثَنَا مَعْمَرٌ، عَنْ هَمَّامِ بْنِ مُنَبِّهٍ، قَالَ هَذَا مَا حَدَّثَنَا أَبُو هُرَيْرَةَ، عَنْ رَسُولِ اللَّهِ صلى الله عليه وسلم قَالَ ‏ "‏ الْعَيْنُ حَقٌّ ‏"‏ ‏

Abu Hurairah reported the Messenger of Allah (ﷺ) as saying : The evil is genuine. Sahih Mutawatir (Al-Albani) Sunan Abi Dawud 3879

Also

عَنِ النَّبِيِّ صلى الله عليه وسلم قَالَ ‏ "‏ الْعَيْنُ حَقٌّ وَلَوْ كَانَ شَىْءٌ سَابَقَ الْقَدَرَ سَبَقَتْهُ الْعَيْنُ وَإِذَا اسْتُغْسِلْتُمْ فَاغْسِلُوا ‏"‏ ‏

Ibn 'Abbas reported Allah's Messenger (ﷺ) as saying: The influence of an evil eye is a fact; if anything would precede the destiny it would be the influence of an evil eye, and when you are asked to take bath (as a cure) from the influence of an evil eye, you should take bath. Sahih Muslim 2188

And there is several others likewise.

Also in other chapters of the Quran, Yakub (Jacob) alayhi salam said to his sons :

وقال يا بني لا تدخلوا من باب واحد وادخلوا من أبواب متفرقة وما أغني عنكم من الله من شيء إن الحكم إلا لله عليه توكلت وعليه فليتوكل المتوكلون

And he said, "O my sons, do not enter from one gate but enter from different gates; and I cannot avail you against [the decree of] Allah at all. The decision is only for Allah ; upon Him I have relied, and upon Him let those who would rely [indeed] rely." 12:67

In tafsir it says that one of the reasons being to avoid the evil eye.

Also we only rely on the protection of Allah, but when we don't, the end result will not be an error message that shows up in your mind, one of the things that could happen to you is the evil eye, and that's why it is good to read the معوذتين ( Surat Al-Falak and Al-Nass ) to seek refuge in Allah. And to avoid being the one that look at people with jealousy when you say something that you like you say macha'Allah.
