Can someone please look at this job offer and answer some questions I have?

This is a bizarre post since this is a federal job and this is not how federal jobs are offered. Your salary is 94k. You have limited ability to negotiate since the federal pay bands are governed by law and matched to positions by objective criteria.

The govt will take 4.4% of your salary for FERS pension. You cannot opt out of this. You can however request a refund of your contributions if you separate from federal service. Be aware that the refund from OPM takes over 6 months.

If you are currently making 200k you are in for a rude surprise if you go fed. Effectively, your salary won't even be 94k gross. It will be 94k minus 4.4% for FERS gross.

Going fed from making 200k private sector is a very specific move and $ is only one consideration. Your paycheck will hurt. Your job stability will be amazing. Etc. This is a paradigm shift for your career, not a simple job hop. You need to evaluate it as such.
