Can someone please tell me the mod used to get these characters?

I doubt that's from a published mod. It's more likely that it's a unique custom race.

The facial textures look like they're at least based on one of Enayla's (Enayla did at least two sets of facial textures, and with some variations - the first set, IIRC, had a lot of "makeup" around the eyes). But the tones are just too clean and the head and body match too well - I don't think that character was made with a basic texture set and a regular race.

The way it works - the way I assume this was done - you create a new race in the Construction Set just for that one character. Give it a set of basic facial parameters - maybe something that lends itself to whatever face you want to end up with - and point it at a uniquely named texture set. Then you go in-game and create your character and get the bone structure the way you want it, and maybe get the skin tones fairly close (though you don't really want to mess with the skin tone too much). Then you edit the actual texture sheets to get the final tones you want. Since you're using a set of uniquely named textures just for that race/character, you can do whatever you want with them and it will only affect that character. So you can get exactly the shading and blush and such that you want (and add scars or tattoos or freckles or whatever), and match up the tones and shadows for the head and the body and thus almost entirely hide the neck seam.

If you don't want to mess about with a custom race and textures, you could at least get close to a character like that with Enayla's facial textures, a good set of diff maps (I like Natural Faces, but some prefer Improved Facial Textures) and a good set of body textures - probably Robert's. And, quite likely, a LOT of patience. Really, the most important secret to making a nice character is to keep randomizing until you get something you like. Stop and adjust the age slider if necessary on anything that looks interesting, and every time you get a face that seems promising, make a new save, just in case you want to come back to it later. Pay more attention to the skin tones than the bone structure, since it's fairly easy to adjust bone structure with the sliders, but adjusting the tone sliders creates lots of unintended consequences. You're best off if you can get exactly the skin tone you want, so you don't need to adjust those sliders at all. Then you can adjust the bone structure to taste.
