You're probably just scared, honestly. Which is normal and not a slight to you or anything. Fear is enemy number one when it comes to holding you back from progressing in skateboarding. Not to say just ride up and go ollie a 15 stair, there's obviously a balance but for example if you can ollie as confidently as you can jump and can jump down say a 5 stair then you can 100% ollie it and besides the mental block it will even be easier than jumping because you have momentum to help absorb the impact when rolling away opposed to a sudden stop while jumping. Going faster helps spread that impact out even better as well and it's easier on the body to fall while rolling fast compared to the whiplash you get from barely rolling or sitting still because of the abrupt stop. It's harder said than done but just be confident in yourself and accept that you're going to fall quite a bit while you're learning. It's part of the process. Learn your tricks while rolling with at least some speed. You'll make things more difficult for yourself if you try to learn stuff in the grass or sitting still
