The internet in of itself has been an essential good since we stopped processing checks post 911 after a large chunk were lost in the building. Emergency services with our tax dollars depend on the internet. The way you tell time depends on the internet to get GPS location files for where the sats will most likely be for quick fixation. You couldn't even wake up on time for work without GPS and the internet, yet you sit here and make these wild claims. You probably don't even know what NTP is. It isn't "pipes" in the way you're visualizing, and it still falls within federal guidelines if it can be or is commerce across state lines.
