Subs with 1/7th of the users in them have more meaningful content than in here. It's clear as a day that the pendulum and tarot "readers" who's main interest is to exploit this sub for gullible people are what's killing it.

As long as you allow there to be donations of any kind that aren't voluntarily offered by the readees after the reading out of share gratitude for the quality of message/service they received, there won't be any quality in the sub and that will scare off anybody who's an actual psychic with interest to help others (who actually need help).

To reply to your original question - yes, it's possible and now is as good time as any to start working towards it. Sub is growing rapidly but one can only guess whether it's those failed tinder dates seeking for spying on one's mind or actual seekers who are searching for light and knowledge. Either way, there needs to be systematical changes for this to work efficiently and there are no signs of that happening.
